शिक्षा विभागके एसीएस सिद्धार्थ ने नया फरमान जारी कर शिक्षकों को बड़ी राहत देनेका ऐलान किया है। उनके इस नए फरमान के बाद अब स्कूल देर से पहुंचने पर चार दिन का वेतन नहीं एक सीएल कटेगा। अब इस नए आदेश के तहत लेट से पहुंचने वाले शिक्षक अगर स्कूल आने में एक माह में चार दिन 10 मिनट से अधिक लेट करते हैं तो उनका वेतन नहीं कटेगा बल्कि एक सीएल से एडजस्ट कर दिया जाएगा। होगा ये कि शिक्षकों के स्कूल लेट पहुंचने पर ई-शिक्षा कोष पर लेट पंच अपडेट हो जाएगा और विभाग की नई नियमावली के लेट, तो एक छुट्टी एडजस्ट की जाएगी। दरअसल, हो ये रहा था कि कोई भी शिक्षक अगर स्कूल पहुंचने में एक मिनट भी लेट हो जाते थे तो नियमानुसार उनके उस दिन का वेतन कट जाता था। इसका नतीजा काफी बुरा आया। अक्टूबर में वेतन कटने का जो आंकड़ा सामने आया है, उसके अनुसार बिहार में 17 हजार शिक्षकों का एक दिन का वेतन काट लिया गया। वजह ये थी कि शिक्षक को उपस्थिति दर्ज कराने में इंटरनेट की निष्क्रियता की वजह से एक मिनट भी लेट होती थी तो उसे प्रधानाध्यापक को सूचित करने, प्रधानाध्यापक को इसकी सूचना प्रखंड शिक्षा पदाधिकारी को देने तक की प्रक्रिया इतनी जटिल थी कि इससे शिक्षकों का पूरा समाधान नहीं हो पाता है। अंततः उनका वेतन कट ही जाता था। अखिल भारतीय शैक्षिक संघ नयी दिल्ली के राष्ट्रीय संयुक्त सचिव शैलेन्द्र कुमार शर्मा ने साफ कहा कि शिक्षा विभाग का नया फरमान तालिबानी फरमान की तरह है। ये शिक्षकों को मानसिक, मनोवैज्ञानिक और आर्थिक परेशानी का बड़ा कारण बनने जा रहा है। शिक्षक स्कूल पहुंचने में लेट हो रहे हैं तो यह सरकार के आवागमन की व्यवस्था में जो खामियां है उसका परिणाम है।
